Decentralized means that there is no single point where the decision is made. Every node makes a decision for it’s own behaviour and the resulting system behaviour is the aggregate response.

Exactly. lots of people went from not knowing what it means at all, to thinking it means all users must participants in those decisions. Makes sense if you think everyone with more resources than you is inherently evil and ignores their own best interests.
