Not sure “allowed” is the right word. Bitcoin is perfectly imperfect, so there’s a human element to security and use cases.
But if there doesn’t need to be (I’m assuming you can hard code it out of the protocol) why include the possibility?
Satoshi explained the need to plan every use case before deployment. That’s why the original protocol matters. Frankly, this might just be something not considered.
