IMO such a system should use paymails as the identification system, not pubkeys. Paymail is a superset and does already have a pubkey delivery system :)
I prefer pubkey because it will work directly, out of box. We can use paymail as an alias layer on top of pubkey.
Not all channels need to have public aliases, for example miner to miner channel.
Miners relay your txs because they're incentivized.
