How come some people can branch and some of us can’t? Anyone else besides @441 and myself who can’t branch right now?

It has been asking me if I want to branch or quote - it never did that before. But I can branch. (do you have popups enabled?)
It doesn’t even give me the option to do either one. If I click branch it is just a gray bar. It was working perfectly fine up until I originally posted the question. It happened to someone else on here as well.
