So the fee was 688 sats, I reckon this is approximately 1.17c. To whom did the remainder go?

Not likely, if you want to post to Bitcoin you have to pay the fee
So presumably the fee to broadcast the Twetch to the network is variable? It could conceivably go above 2c? Would Twetch cover the difference?
