"We found no evidence to support the fear that open corruption and incompetence could cause the government to run out of fools in the foreseeable future. In fact, there seems to be an inexhaustable supply of fools who will go along with pretty much anything, even if it is completely opposed to their own interests. Fools are not a scarce resource."
