i think the basic unit is an idea, or point. the way this is communicated can be a word, a sentence, or a paragraph, but very rarely should a point be conveyed in more than a paragraph?
the way i sometimes judge this is to imagine the cadence of how i would say it out loud, and break it up by the pauses
