I think the use of the word "invariably" here is wrong. It TENDS to produce hell, because of the means that are being applied.

There is one attempt in that direction that doesn't produce hell, and that's very different from the totalitarian approach of bringing everything under control:

Helping to create order by acting according to ethical principles.

If Christians try to force everyone into Christianity, for example, they will create hell. If they try to create heaven on earth by being good, they may be onto something.
