I agree that when threatened with his family being harmed he probably can be blackmailed.
Would be game theory in the end.
But every attacker should know, that at some point the other person can go full tilt.
Quote from "fight club": only he who has nothing to lose has the freedom to do whatever he wants. (Not sure if it is exactly the quote, but something similar).
The person threatend can also create something like a "dead mans switch".
In my opinion some sort of a compromise would make the most sense.
