Layer 2 means transactions inside blocks. A layer is not magic dust sprinkled outside the system.
If it is actually Layer 2, it must resolve through script and settle on-chain. That means it requires transaction capacity. In plain English: bigger blocks.
Lightning is not some profound scaling answer. It is a protocol gateway bolted around BTC, with its own routing assumptions and liquidity constraints. It is not Bitcoin scaling. It is a separate system pretending that settlement congestion is a feature.
It did not need SegWit as a matter of principle. It does not require BTC as a matter of design. What BTC did was cripple the base layer, then sell the workaround as innovation.
