The UASF (user activated soft fork) just means switching from "proof of work signal", which is hard or maybe even impossible to fake, to the old "one account one vote" signal.
On one system you have to put your money where your mouth is (proof of work), on the other system you can be anonymouse and have to invest not much.
One signal is costly, the other one is not.
Small blockers went for the cheap signal.
Then it has been marketed as an upgrade...
Not sure if there is a word for something like that.
