I think it's a bit of both, it would be easier to implement the Peter Todd tail emission if there were fewer pleb nodes, a prominent Bitcoin Core developer, has argued that Bitcoin’s 21 million coin hard cap may not be permanent and could eventually allow for inflation (specifically a small, steady "tail emission") to ensure long-term network security and miner incentives once block rewards expire.
